I am directed by Secretary Sir E. Grey to acknow-

15) of 28 October, enclosing an extract from a report by
the Censor at Hong Kong respecting the relations
between the firms of H.E. Arnhold and Arnhold, Karberg
and Company.
In view of the fact that this intercepted corres-
pondence is prior in date to the recent arrangement
under which the definite severance of the two firs
in question was secured, Sir E. Grey considers it
unnecessary to take any action on the enclosure in
your letter under reply.
It is presumed that the Censor at Hong Kong
will continue to act in accordance with the instruc-
tigne contained in Lr Secretary Bonar Law's telegram No 42707 to the Governor of Hong Kong, copy of
which was enclosed in your letter No 44170/15 of
September 28th, and will refrain from interference with
the correspondence of the British firm of H.E. and
C. Arnhold,
